The document explores the scope of application of the project, namely the EU and international instruments that come to the fore, and provides a preliminary assessment regarding the instruments that could be used at each stage of the proceedings where a request for cooperation might need to be sent.

Preliminary Explorations will be used as a basis to draft the Annotated Index that defines the structure of the Country Reports and the questions to be posed to the legal practitioners of the relevant Member States.
